1. (a) The local agency shall have on staff a competent professional authority who shall be responsible for determining nutritional risk, prescribing supplemental foods and performing the certification procedures.
2. (b) The local agency shall have on staff one or more dietitians eligible for registration with the American Dietetic Association to provide instruction concerning nutritional high risk counseling and training to local agency employees to become competent professional authorities.
