1. (a) Duplicate or replace any commitment made by the Federal government.
2. (b) Duplicate or replace county obligation to provide health care services.

3. (c) Be provided for types of services for which rural people are eligible under other programs and for which funds are available, including, but not limited to the following types of service:

   1. (1) Family planning.
   2. (2) Supplemental Feeding Program for Women, Infants and Children (WIC).
   3. (3) Alcoholism and substance abuse.
   4. (4) Hospitalization other than for emergency services.
   5. (5) Maternal and Child Health.
   6. (6) Crippled Children's Services.
   7. (7) Community Mental Health Services Program.
   8. (8) Regional Centers for the Developmentally Disabled.
