1. (a) The agency shall conduct interviews as necessary to make the determination required in Section 35257.

   1. (1) The agency shall conduct at least one interview in the home of the applicant.
   2. (2) The agency shall conduct separate interviews with each applicant if more than one applicant.
   3. (3) The agency shall conduct a joint interview with the applicants if there is more than one applicant.
   4. (4) The agency shall conduct interviews with all other adults and have contact with all children who live in the applicant's home.
