1. (a) The agency shall provide a minimum of two face-to-face interviews with a parent who is considering relinquishment and who resides in California.

   1. (1) The required interviews shall be provided over a period of two or more days.

      1. (A) At least one interview shall be held after the birth of the child.
   2. (2) The agency shall provide the relinquishing parent with a sample copy of the relinquishment document and the Statement of Understanding at the first interview for his or her review.
   3. (3) During the interview, the agency shall explain to the parent the purpose of the agency and the services it provides.
