1. (a) The agency shall accept a consent o adoption from a parent for whom the court has appointed a conservator only if the order of conservatorship specifically allows such a transaction and the parent's ability to understand the nature, content, and effect of signing a consent to adoption has been established by a written evaluation signed by a licensed physician or licensed clinical psychologist.
