1. (a) All appeals and responses authorized to be filed with the Panel under this Division shall be filed with the Secretary of the Business, Transportation and Housing Agency, 801 K Street, Suite 1918, Sacramento, CA 95814-3520.
2. (b) All appeals and responses, including any exhibits or riders, shall be filed with the Panel in triplicate.

3. (c) Appeals and responses required to be filed with the Department under this chapter shall be filed as follows:
