1. (a) “Department” means the Department of Transportation.
2. (b) “Panel” means the earthquake emergency and seismic retrofit permit review panel created pursuant to Streets and Highways Code Section 180.3 and consisting of the Secretary of the Business, Transportation and Housing Agency, the Secretary for Environmental Protection, and the Secretary of the Resources Agency.
