1. (a) The transportation planning agency, county transportation commission or transit development board, as the case may be, shall certify in writing to the Director that a triennial performance audit of an operator pursuant to Public Utilities Code section 99246 has been completed.

2. (b) The certification shall include:

   1. (1) the name of the audited operator,
   2. (2) the time and period covered by the performance audit, and
   3. (3) the name of the auditor conducting the audit.
