1. (a) If an adopter's Permit is suspended because the site is under construction, an adopter in good standing is given two options:

   1. (1) Give up the site and be placed on the waiting list with the “displaced adopter status” as described in Section 2640.
   2. (2) Decline the option to be placed on the waiting list and wait until construction is completed.

2. (b) When construction is complete, a new site review is performed.

   1. (1) If the site remains adoptable, the Permit's suspension is lifted. If the Permit expired during construction, the adopter is given a new Permit Application to apply for a successive Permit.
   2. (2) If the site is no longer adoptable, the suspended Permit is canceled and the adopter is notified.
