1. (a) If the matter is heard before an assigned committee or hearing officer, the committee or hearing officer shall submit a written proposed decision containing its recommendation to the commission within 45 days following the close of hearings.

2. (b) Upon consideration of a proposed decision from a committee or hearing officer, or in cases where the commission directly hears the case, the commission shall:

   1. (1) issue a decision; or
   2. (2) adopt, modify, or reject the proposed decision; or
   3. (3) remand the matter to the committee or hearing officer for further hearings; or
   4. (4) reopen the hearing record and itself conduct further hearings.
3. (c) The decision of the commission on a complaint is final.
