1. (a) the Registry Service Provider is no longer qualified due to changes in staffing or other criteria;
2. (b) the Certifier has not complied with the Registry's certification and certifier policies; or

3. (c) the Registry Service Provider is guilty of:

   1. (1) gross negligence;
   2. (2) inexcusable neglect of duty;
   3. (3) intentional misrepresentation of data or other intentional fraud; or
   4. (4) a felony or misdemeanor involving certification services or moral turpitude.

The Commission, in consultation with the Registry, may rescind the approval of a Registry Service Provider for any of the following reasons:
