1. (a) To ensure compliance with these regulations, the Secretary of State shall cause periodic inspections during normal business hours, with or without prior notice, of facilities used to escrow source code(s) and of such records maintained as required by this chapter.
2. (b) The Secretary of State reserves the right to inspect any facility for which a new application for approval is made.
