1. (a) All unfinished ballot cards and ballot cards shall be packaged as instructed by the jurisdiction. At a minimum, each order shall contain documentation stating the number of unfinished ballot cards and/or ballot cards contained within the shipment.

2. (b) The unfinished ballot cards being shipped to a finisher to be finished shall be packaged with documentation that contains the following information:

   1. (1) Format;
   2. (2) Ballot card dimension;
   3. (3) Tint;
   4. (4) Watermark;
   5. (5) Contract or purchase order number;
   6. (6) Number of unfinished ballot cards or ballot cards in each case or physically contained package; and
   7. (7) Ballot type.
