The prohibitions and requirements of Section 84308, as amended and effective upon a specific date, do not apply to proceedings participated in, or contributions made to or accepted, solicited, or directed by an officer prior to that specified date. The version of Section 84308 in effect at the time of such conduct is the applicable version of the statute in such instances.
