1. (a) As a part of its bid, an eligible prospective contractor that bids on a state contract must submit a statement under penalty of perjury to the awarding agency that it has complied with the requirement of section 11102 of this subchapter.
2. (b) No state contract, unless otherwise exempted pursuant to section 11111, shall be awarded by any contract awarding agency unless the prospective contractor has filed with the agency as a part of its bid a statement, made under penalty of perjury, that the prospective contractor has complied with the requirements of section 11102 of this subchapter.
