1. (a) “Council” or “CRC” means the State Civil Rights Council created by section 12903 of the Government Code pursuant to Senate Bill 1038 (2011-2012 Reg. Sess.) (Stat. 2012, Ch. 46) and renamed pursuant to Senate Bill 189 (2021-2022 Reg. Sess.) (Stat. 2022, Ch. 48).
2. (b) “Department” or “CRD” means the Civil Rights Department created by section 12901 of the Government Code pursuant to the Governor's Reorganization Plan No. 1 (1980).
3. (c) “Person” includes one or more individuals, partnerships, associations or corporations, legal representatives, trustees, trustees in bankruptcy, or receivers.
4. (d) “Complainant” means the person who files a timely, verified complaint with the CRD alleging aggrievement by an unlawful practice.
5. (e) “Respondent” means the person who is alleged to have committed an unlawful practice in a complaint filed with the CRD.
6. (f) “Act” means the California Fair Employment and Housing Act, created by Government Code section 12900.

Unless a different meaning clearly applies from the context, the meaning of the words and phrases as defined in this section shall apply throughout this chapter:
