Cal. Code Regs. tit. 2, § 3640 – General State Requirements.

(a) The following requirements, in addition to any special conditions incorporated in the California Arts Council Funding Criteria shall be applicable to and binding upon recipients of awards from the California Arts Council.
1. (1) Those awards which consist in whole or in part of Federal funds shall be made only to organizations which do not use Federal funds as part of their match.
2. (2) Applicants shall not use Federal funds to match Federal funds.
