1. (a) “Drilling operations” include, but are not necessarily limited to, exploratory and development well drilling, redrilling and deepening of a well and well abandonment.
2. (b) “Staff” shall mean the Executive Officer or other duly authorized member of the staff of the State Lands Commission.

For purposes of this Article 3.2, the following definitions shall apply:
