1. (a) Additional off-set credit for purposes of State loan repayments under Chapter 8 may be computed by the Director of General Services provided the district:

   1. (1) Files justification documents under Articles 1, 2 and 3 of Chapter 8 justifying eligible new facilities.
   2. (2) Establishes a year round school operation to house the justified unhoused eligible pupils.
   3. (3) Continues to house the justified eligible pupils in year round schools each fiscal year thereafter.
2. (b) Any fiscal year in which the year round school operation is not used to house the justified eligible pupils no additional off-set credit will be certified to the State Controller.
