Cal. Code Regs. tit. 2, § 1802 – Filing and Review of Applications.

(a) A complete application shall be filed with the Board. Upon receipt thereof, the Executive Officer shall transmit copies to:
1. (1) The Director of Education for his report, recommendation, and approval of the enrollment estimates and the facilities included in the application as they relate to school planning.
2. (2) The Director of General Services, for report and recommendation to the Board after reviewing and making the investigations and determinations deemed necessary pursuant to administering the provisions of the Act.
3. (3) Such other department or agency as the Board or Executive Officer may deem appropriate, for comment and recommendation.
