1. (a) Board--The State Allocation Board.

2. (b) Eligible Agency

   1. (1) Contracting Agency--A child care and development program (except for those providing extended day-care services) which is under contract with the Department of Education or will be under contract prior to the expenditure of any funds.
   2. (2) Non-contracting Agency--A private nonsectarian child care and development program not under contract with the Department of Education and not providing extended day-care services.
3. (c) Authorized Agent--A person authorized to act and execute a lease or loan agreement on behalf of the governing body of the child care and development agency.
4. (d) Child Care and Development Facility--Any building or part thereof in which child care and development services are provided.
5. (e) Relocatable Facility for Lease--A factory-built structure constructed in accordance with performance specifications prepared by the Board.
