1. (a) Dogs, cats, and other animals are prohibited in the Capitol Park, for other than official or authorized purposes, except when held by the custodians thereof, or on a leash. Unleashed dogs or cats shall be subject to impounding in a manner consistent with the applicable municipal, county and state laws and ordinances.

2. (b) Dogs, cats, and other animals are prohibited in State buildings and grounds, except:

   1. (1) Seeing eye dogs.
   2. (2) Animals held or leashed as described in paragraph (a) within the confines of Capitol Park or other State grounds.
   3. (3) Animals which are authorized for exhibit or used for official or authorized purposes.
