1. (a) For which an appropriation has been made or for which a State fund is available and which have been rejected by the Controller.
2. (b) For which the appropriation made or fund designated is exhausted.
3. (c) For which no appropriation has been made or for which no fund is available but the settlement of which has been provided for by statute or constitutional provision.
4. (d) For which settlement is not otherwise provided for by statute or constitutional provision.
5. (e) On express contract.
6. (f) For the taking or damaging of private property for public use within the meaning of Section 19 of Article I of the Constitution.
7. (g) Based upon the negligent act or omission of a state officer, servant or employee or for the dangerous condition of state property.
8. (h) For any other injury for which the State is liable.

There shall be presented to the Board all claims for money or damages against the State:
