1. (a) As used in this article:

   1. (1) “Board” means Victim Compensation and Government Claims Board.
   2. (2) “Claimant” means a person submitting a claim against a State agency pursuant to Government Code Section 900 et seq.
   3. (3) “May” means that the action or conduct is permissive.
   4. (4) “Shall” means the action or conduct is mandatory.
