1. (a) A party may represent himself or herself, or be represented by an attorney or other person.

2. (b) Notwithstanding subsection (a), the board or hearing officer may refuse to allow any person to represent a party in any hearing if the person at any hearing before the board or hearing officer:

   1. (1) engaged in unethical, disruptive or contemptuous conduct;
   2. (2) intentionally failed to comply with the proper instructions or orders of the board or hearing officer; or
   3. (3) engaged in conduct that provides a basis for contempt under section 618.3 or sanctions under section 618.4.
