1. (a) The hearing officer or Executive Officer may conduct a prehearing conference.
2. (b) The parties shall receive reasonable written notice of the time and location of a prehearing conference.

3. (c) A prehearing conference may address any of the following:

   1. (1) clarification of issues;
   2. (2) identity of witnesses;
   3. (3) exchange of witness lists;
   4. (4) limitation of the number of witnesses;
   5. (5) limitation on the scope of a witness' testimony;
   6. (6) limitation of time allocated to a party's presentation of evidence;
   7. (7) limitation of time allocated to a party's cross-examination of witnesses;
   8. (8) exchange of exhibits;
   9. (9) objections to evidence;
   10. (10) order of presentation of evidence;
   11. (11) order of cross-examination of witnesses;
   12. (12) protective orders;
   13. (13) stipulations;
   14. (14) dismissal for any of the grounds included in section 872.10(b);
   15. (15) pre-hearing motions; and
   16. (16) any other matters that will promote the orderly and efficient conduct of the hearing.
4. (d) The hearing officer or Executive Officer may require the submission of prehearing statements concerning matters to be discussed at the prehearing conference.

5. (e) The hearing officer may issue a prehearing order incorporating the matters determined at the prehearing conference.

   1. (1) The hearing officer may direct one of the parties to prepare a prehearing order.
6. (f) If the hearing officer decides to dismiss a protest under subsection (c), the hearing officer shall prepare a proposed decision for the board under section 619.3.
7. (g) A prehearing conference may be conducted by electronic means.
