Cal. Code Regs. tit. 2, § 599.642 – Monthly Rates.

(a) The monthly rates for housing units are shown in the following table in accordance with the unit's housekeeping or non-housekeeping arrangement, age, location, and square footage. For the purposes of this section, housing is one year old when constructed and becomes one year older each January 1st.

(c) When essential housing is substandard, the Department may reduce the rental rate to a lower category.
1. (1) Housing is essential if an employee is required to live in the unit for the protection of state property or a closely related purpose.
2. (2) Essential housing is substandard when at least one of the following conditions exists:
  1. (A) Privacy: the normal household routine is repeatedly interrupted.
  2. (B) Reliability and adequacy of utility service: light, heat and/or water are not available in sufficient quantities throughout the year to permit a normal household routine.
  3. (C) Overall size: residence is inadequate for or far exceeds employee's needs.
  4. (D) Disturbing noises or offensive odors: the normal household routine is repeatedly interrupted.
  5. (E) Overall design: inconvenient arrangement of living quarters.
  6. (F) Seasonal inaccessibility: the employee may leave the premises only if willing to travel under dangerous conditions during a typical season.
  7. (G) Extreme isolation: the residence is located at least 50 miles or one hour travel time from the nearest community of at least 2,500 population.
(d) Notwithstanding the other provisions of this section, the monthly charge for a housing unit shall be at least $16. This does not apply to dormitory accommodations.
