All examination questions shall be approved by the Department in advance of the examination. In transmitting material containing examination questions, each package thereof shall be securely sealed to be opened by the authorized agent of the Department prior to the examination. The correctness of the contents are to be verified and any discrepancies reported immediately. Security procedures prescribed by the Department are to be followed.
