Dual List Eligibility and Transfer of Eligibility.

(a) A qualified candidate may simultaneously be on both a LEAP-referral list and a non-LEAP eligibility list.
(b) A transfer between a LEAP-referral list and a non-LEAP eligibility list is not permitted.
