1. (a) Duration promotional examinations shall be open to permanent employees and duration employees who have completed their probation and shall otherwise be governed by the regulations applicable to regular promotional examinations.
2. (b) A duration employee shall not be eligible to compete in a regular promotional examination unless immediately preceding his or her duration appointment he or she had permanent civil service status in a class designated as appropriate for the examination.
