1. (a) The following types of appointments shall not be made by way of transfer:

   1. (1) An appointment from a rank and file classification to a supervisory or managerial classification.
   2. (2) An appointment from a supervisory classification to a managerial classification.
2. (b) Temporary or limited-term appointment in a classification shall not be used as a basis for transfer eligibility.
