1. (a) The State Fire Marshal may order revocation or suspension pursuant to Chapter 5 (commencing with Section 11500), Part 1, Division 3, Title 2 of the Government Code.

2. (b) The issuance or renewal of a license may be denied by the State Fire Marshal for any of the following reasons:

   1. (1) The applicant is not the real person in interest.
   2. (2) Refusal to allow inspection by the State Fire Marshal or his duly appointed employees.
   3. (3) The applicant for a license does not have access to the necessary equipment specified in the list required by Section 905(c)(3)(C) of these regulations.
   4. (4) The applicant for a license or his employees do not possess the qualifications to conduct the operations for which the application is made.
3. (c) The denial, revocation or suspension of a license may be ordered by the State Fire Marshal for any violation of Section 13197.5, Health and Safety Code.
