Cal. Code Regs. tit. 19, § 1990.01
(a) The Office of the State Fire Marshal shall establish levels of certification based on the development of Certification Training Standards (CTS) guides for fire service professional qualifications based on National Standards and developed for specific job functions within the California Fire Service and Training Education System. The CTS Guides are incorporated by reference as amended by the OSFM and include the course plans, activities, certification exam requirements, skill sheets, certification task books, applications, and instructor documents that are required for certification, course delivery, certification exam delivery, and instructor registration. The following Certification Training Standards are incorporated by reference as a baseline for performance in each career classification:
