1. (a) A small business shall not be required to pay any fees otherwise applicable under Section 91201. A “small business,” for the purposes of this section, shall be as defined in subsection (1), Section 1896, Title 2 of the California Administrative Code.
2. (b) Any responsible party who desires to establish eligibility for non-payment of fees pursuant to subsection (a) shall do so by filing a written statement, under penalty of perjury, that the business is a small business, as defined.
