1. (a) A permissive-burn day will be declared when at least one of the following criteria is met:

   1. (1) The expected height of the inversion base, if any, near 6:00 a.m. at Los Angeles International Airport is 1,500 feet msl or higher.
   2. (2) The expected maximum mixing height during the day is above 3,500 feet above the surface.
   3. (3) The expected mean surface wind between 6:00 a.m. and noon is greater than five miles per hour.
