1. (a) Any written legal argument or statement submitted to the hearing officer by a participant in an action under this part shall be double spaced and typed in a font size 12 point or larger. Except as otherwise provided by this part, further limited by the hearing officer, or otherwise authorized by the hearing officer for good cause shown, no written legal argument, exclusive of any supporting documentation, may exceed:

   1. (1) Fifteen pages, for arguments in support of or opposition to motions; and
   2. (2) Five pages, for reply arguments.
