1. (a) The following records must be kept by each refrigerant distributor or wholesaler and certified reclaimer for a minimum of five years. These records must be kept at the facility of each distributor or wholesaler, or certified reclaimer and must be made available to an authorized representative of the Executive Officer upon request:

   1. (1) Annual reports submitted pursuant to section 95392.
   2. (2) Invoices of all high-GWP refrigerant received through sale or transfer and all high-GWP refrigerant distributed through sale or transfer. These invoices must indicate the name of the purchaser, the date of sale, and the quantity and the type of High-GWP refrigerant purchased, sold, or transferred.
2. (b) A refrigerant distributor or wholesaler selling a high-GWP refrigerant to a purchaser that is an employer of a certified technician must obtain written documentation from the purchaser showing that the purchaser currently employs at least one certified technician. This documentation must be kept at the facility of the refrigerant distributor or wholesaler for a minimum of five years, and must be made available to an authorized representative of the Executive Officer upon request.
