1. (a) The Director shall, within 60 days of the final submission of all required and/or requested information:

   1. (1) Render a decision; and
   2. (2) Submit a written copy of the decision to the appellant, with a copy to the regional center.

2. (b) The written notification shall:

   1. (1) Identify the specific issue(s) in dispute;
   2. (2) Rule on each issue(s);
   3. (3) State the facts supporting each ruling; and
   4. (4) Specify the statutes and regulations upon which each ruling is based.
3. (c) The written copy of the decision shall be sent to the appellant with a copy to the regional center.

4. (d) The decision of the Director is the final level of appeal in the administrative process.

   1. (1) This does not preclude any other judicial remedies.
