1. (a) A regional center or LEA may charge a reasonable fee for copies of records in an amount not to exceed the actual cost of reproducing records.
2. (b) The amount of the fee shall not prevent the parents from exercising their right to inspect and review those records.
3. (c) A regional center or LEA may not charge a fee to search for or retrieve records requested by parents or an authorized representative.
