1. (a) Engages in unethical, disruptive or contemptuous conduct which impairs the appeals process; or
2. (b) Either intentionally and repeatedly or willfully fails to comply with the proper instructions or orders of the hearing officer or the provisions of this subchapter.

A hearing officer may refuse to allow any person to represent a party in any hearing when the person:
