1. (a) “Nuclear medicine technology procedure” means procedures utilizing radioactive material for the diagnosis and treatment of disease in human beings, and include, but are not limited to, one or more of the following:

   1. (1) Administration of radioactive material to human beings for diagnostic purposes.
   2. (2) Withdrawal of blood samples for an in vitro test.
   3. (3) Oral administration of radioactive material to human beings for therapeutic purposes.
