1. (a) Submission of an application shall be deemed to occur on the date the application form is received by the Department.
2. (b) Filing of a completed application shall be deemed to occur when all information required to be submitted on an application form has been received by the Department.
3. (c) Written notifications by the Department to applicants shall be deemed to occur on the date the notifications are postmarked.
