Cal. Code Regs. tit. 17, § 23015
In this subchapter, if any section, subsection, clause, sentence, or phrase of these regulations is for any reason held to be invalid or unconstitutional, or if any application of this subchapter to any person or circumstance is found to be invalid, the Department's intent is that the invalidity or unconstitutionality not affect any other section, subsection, clause, sentence, phrase or application which can be given effect without the invalid provision or application in this subchapter.

1. New section filed 9-23-2024 as an emergency; operative 9-23-2024 (Register 2024, No. 39). Pursuant to Health and Safety Code section 110065(b)(3), this action is a deemed emergency and effective for 180 days. A Certificate of Compliance must be transmitted to OAL by 3-24-2025 or emergency language will be repealed by operation of law on the following day.
2. New section refiled 3-24-2025 as an emergency; operative 3-24-2025 (Register 2025, No. 13). Pursuant to Health and Safety Code section 110065(b)(3), this action is a deemed emergency and effective for 180 days. A Certificate of Compliance must be transmitted to OAL by 9-22-2025 or emergency language will be repealed by operation of law on the following day.
