A person shall not offer or sell industrial hemp final form food products intended for human consumption, including food, food additives, beverages, and dietary supplements, to a person under 21 years of age.

1. New article 2 (sections 23005-23015) and section filed 9-23-2024 as an emergency; operative 9-23-2024 (Register 2024, No. 39). Pursuant to Health and Safety Code section 110065(b)(3), this action is a deemed emergency and effective for 180 days. A Certificate of Compliance must be transmitted to OAL by 3-24-2025 or emergency language will be repealed by operation of law on the following day.
2. New section refiled 3-24-2025 as an emergency; operative 3-24-2025 (Register 2025, No. 13). Pursuant to Health and Safety Code section 110065(b)(3), this action is a deemed emergency and effective for 180 days. A Certificate of Compliance must be transmitted to OAL by 9-22-2025 or emergency language will be repealed by operation of law on the following day.
