1. (a) Medi-Cal beneficiaries shall be eligible for periodic health assessments, and for diagnosis and treatment, if necessary, in accordance with the provisions of this subchapter.

2. (b) Any child

   1. (1) between birth and 90 days after entrance into the first grade who is not a Medi-Cal beneficiary and
   2. (2) all persons under 19 years of age whose family income is not more than 200 percent of the federal poverty level shall be eligible for health assessments in accordance with the provisions of this subchapter. Availability of services and reimbursement for these services shall depend on the amount of funds appropriated by the Legislature for the services as specified in section 6832(b).
