1. (a) There shall be a public health nursing staff under the supervision of a director of public health nursing, and such additional supervisors, who are necessary to provide effective service. Public health nurses shall be qualified and knowledgeable in matters pertaining to health, safety and sanitation within a local health jurisdiction which shall include but not be limited to:

   1. (1) The control and prevention of communicable and chronic disease;
   2. (2) The promotion of maternal, child and adolescent health;
   3. (3) The prevention of abuse and neglect of children, spouses and elderly adults within the home environment;
   4. (4) The case management of California Children Services or handicapped children;
   5. (5) The assessment and prevention of accidents within the home environment;
   6. (6) The provision of services for populations at risk; and,
2. (b) All members of the public health nursing staff who are employed as public health nurses including supervisory personnel shall be certified.
