Cal. Code Regs. tit. 16, § 983 – Personal Cleanliness.

(a) The attire of a licensee or student serving a client shall at all times be clean.
(b) Every licensee or student performing services shall thoroughly wash their hands with soap and water or any equally effective alcohol-based hand-cleaning product immediately before serving each client.
