1. (a) As responsible managing officer of the facility, it is the responsibility of the administrator to plan, organize, direct, and control the day-to-day functions of a facility.
2. (b) The administrator shall be vested with adequate authority to comply with the laws, rules and regulations relating to the management of the facility.
3. (c) The administrator shall not be responsible for an act or omission which constitutes a violation of Division 2 of the code, by a person licensed pursuant to that division, unless the act or omission also constitutes a violation of a Department of Health Services Skilled and Intermediate Nursing Care Facility regulation (Chapters 3 and 4, Division 5, Title 22, California Administrative Code) and if the facility is responsible for implementation of the regulation.
