1. (a) The abandonment date for an application that has been returned to the applicant as incomplete shall be 12 months from the date of returning the application.
2. (b) An applicant who abandons an application must submit a new application to obtain the bureau's approval to convert its endowment care fund to the unitrust distribution method.
