1. (a) A license to solicit funds for the establishment of a guide dog school may be issued, upon payment of a fifty dollars ($50) fee, to a person whose plan of operation has been approved by the Board and whom the Board has determined to be of sufficient financial responsibility. For purposes of this Section “sufficient financial responsibility” means net worth in an amount not less than $25,000. At the discretion of the Board, an applicant may demonstrate a net worth by posting a bond in the amount of $25,000 or supply such other similar means of proof of sufficient financial responsibility as the board deems appropriate.
